Per the latest 2025 fire safety maps, the proposed high-rise is located in a Very High Fire Hazard Severity Zone (VHFHSZ), subject to stricter fire-safety rules. However, the project was NOT previously reviewed with this designation.  Reference San Diego Fire Map

San Diego Fire-Rescue Department (SDFD) recognizes these old neighborhoods, laid out in late 1800s, have conditions that create fire safety issues for high rises and the surrounding neighbors. SDFD prior review of this project cited multiple safety issues based on the International Fire Code – see prior fire safety post on this website. All these shortcomings required discretionary exceptions by the SDFD. The developer is seeking exceptions upon exceptions and additional exceptions, impacting public safety for the entire neighborhood. SDFD needs to keep our neighborhoods safe and not let politics override public safety. Their decisions have lasting impacts beyond the political administrations and their policies. 

SDFD should evaluate the project as a VHFHSZ site in its entirety when considering access, evacuation, and operational assumptions. Because Fire-Rescue determinations play a critical role in protecting both future residents and surrounding neighborhoods, a formal re-evaluation based on current conditions would serve the public interest.

Formal letters have been sent to the City, specifically Fire-Rescue Department, Developmental Services Department, City Clerk and City Council District 3.
