Negligible Affordable Housing

Corporate Developers Are Abusing Complete Communities Municipal Code To Build Luxury Market Rate Units

Does the project offer substantial improvements to affordable housing, per the political intent of San Diego Municipal Code 143.0710 (Affordable Housing Density Bonus) and 143.1001 (Complete Communities Housing Solutions)? 

The Complete Communities (CC) municipal code overrides the base zoning to make purposeful trade-offs that have impacts on the neighborhoods. The FIRST sentence states that it is an incentive program to provide housing for very-low, low and moderate income households…providing adequate housing for all economic segments of the community. 

Residents know when they are being “gamed” by corporate developers, left to live with the negative fall-out, with no opportunity for review/comment or appeal. This project offers negligible affordable housing benefit and creates a host of issues for the entire neighborhood. 

FACTS: The base zoning for these 2 lots supports 11 units. Per the developer’s website, they will raze 3 existing affordable units and build 161 market rate / luxury units with rents ranging from $3K/month (assumed studio) to $10K/month (assumed penthouse). The developer is only required to build 6 affordable units, located offsite.  

We support affordable housing development in our neighborhood (and on these parcels), but this is pure corporate investor greed, enabled by mis-guided and mis-used city policies. This corporate developer advertises their objective as “delivering exceptional returns for investors.” The City is prioritizing the interests of one developer over the hundreds of neighborhood residents. 

SAN DIEGO LEADERS NEED TO OPPOSE THIS SPECIFIC PROJECT AND PROTECT THEIR CONSTITUENTS
